Scenarios in the wet tropics of Australia

Scenarios were used in local-scale community-based natural resource management at Mission Beach, a key site of high biodiversity values in the Wet Tropics bioregion of north-east Queensland. We focused on the capacity of scenarios to address the issues of contested interests and uncertainty, aiming specifically to engage the community to build a cohesive vision.

The agreed purpose of the scenarios was to support a comprehensive community engagement strategy that would: (1) provide opportunities for people to say what they want and influence decisions; (2) ensure the wider community is informed about the planning exercise; and (3) develop a strong community vision that would attract wider interest and support. Four scenarios were mapped out originally, but the community requested that only one be fully developed – the Business as Usual, directing us to a threat-based approach. We used back-casting to help with fore-casting of trends.

Our assessment identified that the use of scenarios fulfilled the intended aims, resulting in a vision for biodiversity conservation that has substantial community support.
